Service Description

The Lifeline Assistance program is a government supported program that provides discounts on monthly telephone service for eligible low-income consumers. Wireless providers offer special Lifeline discount plans to qualifying customers. Some plan options offer free cell phones. Plans vary, and customers have the option to pay for additional minutes.

A Lifeline discount is also available for landline phones. Each household can have only one Lifeline phone, either landline or cell phone. If you want a discount on your landline phone, call your phone company and ask them how to get a Lifeline discount on your service. For additional information go to: http://www.fcc.gov/lifeline.

Phone companies must be approved for the Lifeline program by the Minnesota Public Utilities Commission (http://mn.gov/puc/consumers/telephone-discounts/index.html).

MORE INFORMATION ABOUT THIS SERVICE:

- Receive up to 250 Free text/minutes each month for local and domestic long-distance calling.
- enTouch Wireless also provides a free phone to eligible individuals.
- There are no bills, no long-term contracts and no activation fees.
- One per household - must be eligible to apply.

Eligibility

Telephone service must be in your name and you must participate in at least one of the following public assistance programs or have income at or below 135% of the federal poverty guidelines to be eligible:
- Medicaid/Medical Assistance
- Supplemental Nutrition Assistance Program (SNAP) / Food Stamps
- Minnesota Family Investment Program (MFIP) - MN's Temporary Assistance for Needy Families (TANF) program
- Supplemental Security Income (SSI)
- Federal Housing Assistance or Section 8 Assistance
- Low Income Home Energy Assistance Program (LIHEAP)
- National School Lunch Program's free lunch program.

Additional qualifying programs for persons living on a reservation:
- Bureau of Indian Affairs General Assistance,
- Tribally administered Temporary Assistance for Needy Families,
- Head Start (only those meeting its income qualifying standard),
- National School Lunch Program's free lunch program.


If you do not participate in any of the above programs, you may still qualify if you prove your income is at or below 135% of the federal poverty income guidelines.

Application Instructions

To apply to Lifeline you will need a photo ID, and proof of eligibility. You are not allowed to be enrolled in more than one Lifeline program at a time, however you can transfer to another Lifeline program at any time. You must re-certify annually that you still meet the qualifications to receive the Lifeline service.

The number of free minutes and text messages each month varies by plan. The wireless company may also provide a free phone.
