Description
Semi-Independent Living Services (SILS) help people to reach their goals and lead self-directed lives in the community.
Services include training and assistance in independent living skills for adults with developmental disabilities or related conditions.
Services provided may include training and assistance in:
* First aid and getting help in an emergency
* Learning and exercising rights and responsibilities of community living
* Meal planning and preparation
* Obtaining and maintaining a home
* Personal appearance and hygiene
* Self-administration of medication
* Shopping
* Social, recreation and transportation skills, including appropriate social behavior
* Using the phone and other utilities
* Managing money
* Engaging in activities that make it possible for adults with developmental disabilities or related conditions to live in the community
* Provide supported employment in community work environment settings. This requires direct contact between the SILS recipient and staff person providing Support Employment.
A SILS recipient may receive a one-time housing allowance of up to $1,500 to cover costs related to damage/security deposit for housing rental, utility deposit, household furnishings and other items necessary that will enable the person to secure a residence in which to receive SILS.

Eligibility
To be eligible to receive SILS, the adult (18 or older) must:
* Be determined to have a developmental disability or related condition(s) as defined by the state of Minnesota
* Be unable to function independently without SILS
* Not be at risk of placement in an Intermediate Care Facility for Persons with Developmental Disabilities (ICF/DD)
* Not be residing in an institution, ICF/DD, or nursing facility
* Not be receiving home and community based waiver services
Application Instructions
The county or tribal human services office will provide an assessment and determine eligibility for the program.
Fees
Costs for SILS services are funded by counties, tribal agencies, and the Minnesota Department of Human Services Disability Services Division. There are no recipient fees associated with SILS.

Programs that assist people who have disabilities to learn the basic skills of daily living through individual and group counseling and instruction, experience and practice in coping with real or simulated life situational demands; or through the use of assistive devices, special equipment and specialized assistants. Programs for adults with developmental disabilities, sensory impairments, physical disabilities, or multiple disabilities who do not require 24-hour supervision that provide a highly individualized, coordinated system of services and supports which facilitates their ability to live in their own homes or apartments, to hire and supervise paid caregivers, to work in the community, to participate in community activities and to interact with nondisabled neighbors. A supported living agency may help the individual hire and supervise an attendant; develop a budget and pay bills on time; learn to shop and cook or hire someone to prepare meals for them; remember to take necessary medication; schedule medical appointments and get to the doctor's office; advertise for and select a roommate; make their living space barrier-free; learn about relationships, sexuality and parenting; select recreational pursuits that are personally satisfying; and accomplish other similar activities of daily living.
