The Zumbro Independent Passenger Service (ZIPS) is a door-to-door dial-a-ride transportation system for persons who cannot use Rochester City Lines' bus service due to a disability. All ZIPS vehicles are wheelchair accessible.
* 5:30am - 10:30pm, Monday - Friday
* 6:00am - 7:00pm, Saturday, Sunday and major holidays
The ZIPS service area is: 75th Street on the north, 80th Avenue on the east, 60th Street on the south, and 60th Avenue on the west.

Eligibility is determined using federal guidelines established by the Americans with Disabilities Act (ADA). A person may be eligible for ADA Para transit Service if any of the following conditions apply:
* They are physically unable to get to the regular fixed-route bus (OR)
* They are unable to navigate regular fixed-route 'bus system' once they are on board (OR)
* They are unable to board and exit the bus at some locations

Five rides for $15.00
Personal Care Attendants (PCA) travel at no extra charge. Free travel for PCAs must be requested in writing prior to riding.
